I think the name of the reel is 'Tam lin' or 'Howling wind'. Here´s played in Am, tough i've seen it played more on Bm - on fiddle -.

That's right the reel is 'Tam lin's' and is also known as the 'Glasgow Reel'.
The tune was composed by Davey Arthur as far as I Know.
