Every tattoo you see on someone, tells a story of where that person was (mentally or physically) at that point in their life. I have a story, a memory for each and everyone of my eight tattoos, and whether or not the person looking at it appreciates the tat for it's art or not, doesn't matter at all to me.
Look at it like art. Some put it to paper, some to canvas, others, to skin.
