It is the Aristarchus crater (40km diameter). The reason it's so bright is because it's fresh (Few hundred million years) compared to the rest of the moon which is as old as the earth. Since its fresh it's very reflective due to anorthosite material. Eventually it will become dark like the rest of the craters.

Maybe it's the artificial intelligence inside your digital camera which is exaggerating and misinterpreting the spectral data from the photo sensor. Maybe at a certain level of intensity the chips in your digital camera start amplifying the light on a higher curve. Have you zoomed in on the sun? The image goes negative. Not sure exactly why but it's for similar reasons.
