It's a Prisoner Transportation Bus or for short PTB. I know becuase all PTB's HAVE to be Blue and white. Oh and about the windows being open that wasn't a prisoners arm it's was an officers because if a prisoner escapes the bus then that police officer has to taze them so he/she doesn't get away. Hope I answered all your confusing questions.

almost EVERY PATROL BASED vehicle/rmp which is used in a CITY-WIDE response capability excluding HIGHWAY PATROL & ESU REP trucks for the reason of anonymity to the officers who may live in the area that they may have to respond to. EVERYBODY LOOK! For once and for ALL! This bus is used for M.O.S. (officer) transportation for mobilizations, department details, concerts, parades, and emergency/disaster response e.g. 9/11. EVERY borough in NYC has a NYPD Task Force command (precinct) and some have 2. For instance Brooklyn is so large it has 2 BNTF Brooklyn North Task Force & BSTF Brooklyn South Task Force. In all there are 8 task force patrol based designations in the NYPD. The bus in this video has tinted windows is because
