if im not mistaken, a lot of the deaths occurred that night with many elderly and children wet and exposed without electricity in that cold weather all night. the overcast also makes it impossible to see any where to move too. imagine that. I remember i was in Osaka watching the news as it got dark praying it wouldn't get worse over night, but then, conditions really couldn't have been worse anyway. :'( something no one in Japan will ever forget.
