The stimulus hasn't worked because the money has not been given local and state gov'ts. I think they want to avoid misuse of funds as much as possible. It takes time for unemployment to pickup. Reagan won in 1980 when unemployment was 7.5%, 3 years later, 1983, unemployment was 10.8%, and unemployment rates started to go down while Reagan was running for re-election. People voted for him overwhelmingly because they started to feel better but it took almost 4 years !
