Just a period of time, he used to sing with his nose-like kind of voice.

IMHO, I don't like it. It's around the mid 90's I guess (around the Ghost of Tom Joad album)... But he came back to his "real" singing voice at least for the "Reunion Tour", 1999. So he sang this way a short period of time.

Old Bruce is 70's-early 80's to me. This is mid Bruce. :)

you mean where was it recorded, right? the footage is a compilation, but presumably you can see that in the various images of bruce. the vocal seems to match the image of him with the goatee, which i imagine is circa joad or thereabouts. don't think that answers your question, but maybe it at least gives you a likely time slot in which it occurred.
