Pems are either born with a full tail or a bobtail. The one on the left was born with a full tail and was docked by the breeder at a length where it would be safe for the pup. It can be docked shorter like their pups, but as long as it is 1" or shorter, it is still of breed standard.

Faye is 5 and a half years old now, she's still that size, she was actually the runt of the litter so she remained really small

I love Pembroke Welsh Corgis so much. Without a doubt my favorite breed. The one on the right looks like a cross-breed, though.
