If you pause the video, then scroll through you'll see whats happening, it is in fact a still image, what the author has done is add a slow distortion effect using video editing software to make the image look like it's moving, at normal speed it is only subtle, but speed the video up using the slider and you can see it is a repeating distortion effect quite clearly. so yes it is a picture
