i think he was hinting at the posabilities of perception ,when the mind is wired the right way through evolution.or chemical adjustment, or meditative focusing

there are many veriants of human mind .and could humanity learn to educate

the mind in right order to open the higher level reasoning potential

and how would you go about the task ,to bring about a domino effect

and have humanity achieve its full potential .when there are so many institutions
