The Constitution clearly states that only "the People of the several States" have voting representation in the House. The Democrats once again want to ignore the Constitution when inconvenient to them.
I think the Constitution should not be violated. If D.C. wants representation in either House of the Congress, it must be retroceded to Maryland, granted statehood (State of New Columbia), or a Constitutional amendment doing so must be adopted (passed the Congress on August 22, 1978, but failed to be ratified by the States by August 22, 1985).
This legislation, if passed, would be a cruel joke. How would D.C. residents feel when the Supreme Court declared such a law Unconstitutional?

And cogress only has legal constitutional authority in those same places, district of columbia, forts etc....federal property in other words.
Congress has no right to legislate in the states affairs.
