In the Oscars 2007 Spain decided to chose "Volver", directed by Almodovar to be nominated as a foreign language film, but finally only Penelope Cruz got a nomination as best actress for that film. that's why pan's labyrinth was considered a movie from Mexico.

Actually its a Spanisch-Mexican cooperation. There was a big debait in Spain weather to present this movie or Volver by Almodóvar. They decided on Volver (which didn't win any oscars, by the way) the setting is close to Madrid, about 60km north-east.
