As far as I understand it anarchy is where rules are consented to by the people who live have to live under them rather than having them violently enforced by some undemocratic "government".

Yes i agree that laws are inforced in a violent way and that it isnt cool at all.

But anarchy is supposed to be ruleless. So when there is so one [ government ] to inforce said rule, there is no way it will be followed. That is when people come in and make it become inforced.
