Joe used to play this live yes, since Paul couldn't sing and play the bass at the same time, but on all accounts Paul did play it in studio. After all, live versions of Guns of Brixton always suffered because Joe wasn't that great a bass player anyway, so I don't see why Paul would let him play it in studio.
And I certainly assume it's Paul on bass here as well, he does seem to be directing the other guys from the bass players view.

this is a demo version and Paul maybe playing. Paul only sang on the final version. He did not play bass. Great song
