According to the teachings of the Qur'an and the Sahih hadeeth, the Islamic teachings, as is mentioned by Dr.Naik does not hold the relatives or anyone responsible for someone else's crime.
I am not sure of the case that you are talking about, there may have been a case as such but that just goes to show the corrupt nature of the police and the power of money in some countries. Pakistan's laws and Islamic laws do not hold this guideline...
