It has to be reported by a witness, or child themselves. If in fact a welfare worker suspects it, they can and should report it, it would be the moral thing to do.The CPS is responsible for the actual response timing /child placement

@dsmith019 I GUESS IT MAKES THEM FEEL GOOD BY PUTTING OTHERS DOWN....WOW!! I WONDER WHAT GOD WOULD THINK OF THAT....SMH. AND ALL I DID WAS COMMENT ON A VIDEO. MY OPINION IS EXACTLY THAT...MY OPINION. I DIDN'T SAY ANYTHING NEGATIVE, AND I SURE AS HELL DIDN'T SAY ANYTHING THAT WAS NOT TRUE. MOST OF MY LIFE, I'VE BEEN A WITNESS IT....SO THAT'S HOW I FEEL.
