la jolla is great, just bring any spearfishing gear into the cove, theres another cove down by birdrock that has some great spearfishing. If you shoot one of those giant black sea bass, your ass may land in jail, they are protected
I could care less if the stupid liberals passed a law because they think its endangered. I fish for these all the time and i fillet and eat them. They make excellent fish steaks. mmmm yummy!

That was in the Marine Protected Area at La Jolla, so no spearing there. There is hunting allowed just outside the reserve... about 30' from where this video was shot. The Black Sea Bass are protected, so you can take those, but decent hunting for white seabass and others in the summer.

Giant sea bass can grow up to 7ft long, weigh in excess of 500lbs, and have been reliably aged to 75 years old. In the late 70's the population of giant sea bass was in serious trouble, resulting in protection from sport and commercial fishing in 1982. The meat tastes like fresh water bass and halibut.
