I think he's making fun of the whole craze of moral panics. In the 70s people started being afraid of hippies, social rebellion, and the whole surge of media coverage of certain serial killers that made the news-influenced public afraid of one another. In this song (and almost every other song from the same album) he takes this public paranoia and pushes it to ridiculous, satirical extremes (for example, saying that animals "ought to be more careful, they're setting a bad example")
I am considerably impressed! I only started listening to David Byrne's "other" music after hearing his collaboration with Brian Eno ('My Life In The Bush Of Ghosts'). Until then, I tended to dismiss Talking Heads because I grew up with their hit singles in the 80s. But now I have a second chance, I am starting to understand why this band affects people in such a profound manner. Kudos and admiration go out to those of you who "got it" the first time. I am a step behind you! :)
