When the TV License guys knocks on my door, I just say; "If you can prove that I have a TV, I will happily pay for a License" That makes them think that you have one, and I hope they waste time sitting outside my house in a van. It's legislation not law and as such requires you to consent to a contract. They are actually committing fraud by trying to coerce you into a contract without your knowledge.
Just remove their implied right of access.....i did it last year....and ive not heard from them since. It means they CANNOT by LAW visit you at your property, or send you letters. They sent me a letter saying they would not approach my property, call, or send me letters but they would use other means to investigate.....maybe they will use their phantom TV scanner vans LOL.
Google "implied right of access" send it to anyone you dont want at your doorstep...debt collectors, tv license etc :P
@nosaj2001 indeed :) No one has an assumed right to approach your property except for the postman and strangers...looking for directions etc. You can remove anyones implied right of access by a simple notice being sent to the person or company you dont want at your door. I sent one to the BBC months ago, they replied saying they accept i have removed their implied rights and wont come again.

Then I get the letters all over again threatening to come up. They have been opening an investigation on this flat since 2008. I know the previous tennants. The whole thing's a joke when you know how to handle it.
