That's when they reduce throttle and feather the props. It lowers the RPM and makes the engines more efficient. It doesen't sound that scary in real. It's just the way it came out on the video.
They do reduce the RPMs, but not the power itself. These are two very different things. Additionally, they never feather the props in flight, as doing so would make them totally inefficient. Feathering is used to start the engines, to reduce drag. The swooshing sounds happens when the two props aren't in sync. Once the RPM is reduced, they activate the syncrophaser, which makes sure that both props spin at the exact same speed.
Was this out of downtown Edmonton or out of the main airport down south by Leduc? In 2 months, my daughter and I will be flying out of YEG to Seattle; I will be returning. It'll be her first flight.
