your daughter is not safe anywhere, even in first world countries. any place you go u have to assume it's not going to be a heavily guarded, 100% safe paradise where you can completely relax. only certain "chosen" get that kind of luxury.

nobody ever chased me from high/low rise hotel beaches. with or without a towel, i used hotel recliners and palapas any time of day if they were unoccupied. aruba does not have private beaches as far as i know. all public. anybody can stay anywhere.

if u stay at a certain place they will provide towels from hotels so u can pass thru, use palapas, chairs, nobody will say a word. in fact i stopped carrying towels after a few days, for $1-2 the guys will be happy to get u a towel and recliner. doubt they want to offend tourists. it's their only source of income.

petty crime, mosquitoes, flies in supermarkets is much more disturbing. still no big deal if you go prepared and know what to expect.
