The thing is that the series handles this themes much more lightheartedly Naruto. Whereas Luffy is a lighthearted, good intentioned pirate who will help people without a moment's hesitation even if it means having people trying to kill him.... Naruto is an outcast that is so obsessed with a guy (who hates him) that he would do anything to retrieve him, even if it means having people try to kill him. It is just a difference of personality.
