i don't think she actually meant halloween, but a different tradition celebrated in most of europe, it is just the same because of the fact that people have wear costumes in this time of the year. It is most like in connection with the festival in venice. I hope i didn't misinterpret it, correct me if i'm wrong!

In my country (Hungary) this is 'farsang' and we have many fun costume parties around! the real old tradition's main purpose was to scare away winter and celebrate spring :)
