The Black & Tans were in effect protestant mercenaries recruited mainly from Scottish jails, along with a get out of jail free card, as the British Government of the time were concerned that the Regular British Army were increasingly against the cruelty that took place. Not many know but it was Winston Churchill who was behind the idea.

So, to beef up the RIC (Royal Irish Constabulary), the crown recruited the dregs of the British army vets straight from the trenches of France and Flanders and paid them to serve in an auxillary of the RIC." They wore different uniform parts assembled as a uniform, which tended to be black & khaki, or tan. Hence the name...

For instance in WWII he wanted to drop anthrax bombs in German civilians but was arm twisted nor to by the Generals of the repercussions that would follow, to say nothing of the ethics. The Black & Tans were predominantly were a rag tag outfit not just in uniform but undisciplined low lives.
