I'm sorry to be a nuisance, but Arthur Wellesley would not yet have been the Duke of Wellington -he was already a big name thanks to Torres Vedras, so a Captain in the RN could very well know of him, but he had not yet received that title. And as we're all aware, I'm sure, much like Wellesley's Cousins in "Sharpe's Gold", this sister is make-believe. 8^)
