This happened in Christchurch, New Zealand. I know this because even though this segment appeared on Channel Nine (which is Australian) the accents of the police officer and the dude with his head through the fence are New Zealand accents. Plus, I live there, and this first appeared on a TV program called Police Ten 7 some years back.
