@Theseiralkiller After you beat all of the carnival races, there will be three more races in the city (one of them in the industrial park, so you need to beat chapter 4 to get to it) and after you beat the last race you will get a go-kart in the school garage.

@chillwithme1 in the carnival, there is a place, next to the fairy's wheel, where you can race on go-karts. After you complete all the 4 (or 5) races, there will be more 3 go-kart races around the city (won't be hard to find), so you complete them, than you will have a go-kart on the garage, at the scholl, that you can use, anytime. Simple. Hope that helped ;)
