Wow, this show aired 4/2005 and they are talking raising the debt ceiling from 7 to 8 Trillion Dollars, I checked the graph of the US National Debt. Now 2011 and we just had to raise the debt from 14.5 to 16.6 Trillion Dollars, that is F'ing crazy!!!! From 2005 on, Democrats in control of both House and Senate and now Republicans controlling the House, 2008 - Demcratic President, both parties are to blame. This Country's Politics needs an enama and a Ballance Budget Ammendment!

@rma002 You do realize that's not the same thing at all? A government shutdown occurs when the budget doesn't pass in time, so the federal government doesn't have any money to run on. This almost happened earlier this year. The debt ceiling is totally different and relates to paying off everyone the U.S. in indebted to. This ranges from other countries, like China, to the U.S.'s own citizens, which it owes "debt" to for things like Social Security and MediCare. We pay now and get back later.

But I do want to mention that the government shutdowns in 95 and 96 occurred because of the debt ceiling; naturally, they are collectively called the "95'-96' debt ceiling crisis" ( the actual "crisis" was related to the treasury and suspending debt insurance, I believe.)

And in the case of the 95-96 shutdown, Newt Gingrich threatened to refuse to raise the debt limit, so yes, that was part of the negotiation. But the government shut down all nonessential services (as is what a government shutdown means), and those funds were instead used to keep the government from defaulting on its debt. Therefore, we have never defaulted on our debt.

What? The USPS is incredibly successful. AMTRAK has been underfunded for decades (by conservatives) and still works just fine, Medicare/Medicaid is an unqualified success (even with conservatives trying their best to make a shambles of it) and our public school system used to be the envy of the entire world until Reagan and Dubya completely boffed it up (though it still works so-so).

@poopstreek Actually, no I don't. What I was doing was passing comment on the real-life Obama administration's failure to coherently and adequetely communicate the case for any of its policies to the public, something which has been citied for the Dems' pounding in the mid-terms recently.
Here, Toby gives a relatively simple explanation of what the debt ceiling is and what the consequences of not raising it are. A bit hyperbolic for some, perhaps, but the point remains nevertheless.
