@SoBanned I think Delenn and Lennier and a lot of other Minbari knew this, because they are decendents of Vallen. But they only knew it by instinct, so they couldn't understand it. And when Sinclair choose to stay in B4 to go to the past, she and Lennier finally realized it.
@SoBanned She may have been informed by the Vorlons, or she may have known ever since the Earth-Minbar War when Sinclair was captured & had his mind probed by the TriLuminary possibly revealing to her that Sinclair & Valen were in fact one in the same.
Where did the device come from? Delen used it and than Sincair used it and went back 1,000 years ago where it would be an artifact which Delen would use? Was is never made?
@salamut2202 I believe in one of the novels or comics it is strongly implied that the triluminary was made partly from Sinclair's link, which was keyed to recognize Sinclair's DNA (see Babylon 5 project wiki).
B5 was the most spiritual program ever to air, sci-fi or not. Each character, each storyline and each episode had something spiritual attached to it. It was an amazing series and one which I wish with all my heart that all walks of human life on this planet would mark as an example of who we should strive to be as a society. The heroes weren't perfect, but were as righteous as their flawed personalities strived to be. The spiritualism of that show was very real to me and I love them for it.
Remember when Sinclair was taken aboard Delenn's ship at the Battle of the Line they used the Trilumiary (the device seen being put into the construct)on him and found he had Minbari DNA. Then she recieved the letter from 900 years ago from Valen but in Sinclair's handwriting at the begining of part one of "War Without End".

The minbari captured Sinclair shortly before all humans would be go to destroied and discovered Valens soul in him. So they wanted him to command Babylon 5 to have him always in the near. There is a movie about the human minbari war.
Delenn was sent a letter by Sinclair from the past, the same way he sent himself one. That's how she knew in the first part that they had to leave on the Whitestar, and that Sinclair was coming. She also used the Triluminary on Sincliar when they captured him in the battle of the line.
Awesome...to whom it may interest: in the Spacebattles forum, we have a fanfiction called "Arrival of the Astartes" (B5/Warhammer 40000 crossover) in the Creative Writing subforum, which among other funkiness, includes Valen as a SPACE MARINE! :D

The triluminary glowed when Sinclair touched it when he was being interrogated by the Grey Council, it was tuned to Sinclairs DNA

One of the hundreds of B5 moments I'll never forget is hearing Marcus saying "Dear God, a Minbari not born of Minbari", realizing what he meant.
Though I was never a great fan of Sinclair, that revelation was one of the greatest moments in the whole arc.
