Yes, but the CH will be too slow to catch at least half of the cast. You can do it after a cr.LP instead of cr.MK to improve the speed a little. It is also easier to do a df.HK or cr.HK OS than this ST OS.

You could link what you want after the cr.MK such as cr.MP, st.HK, cr.HP, or some people may not want to link anything and instead go for a throw, bait+punish, etc. You would input the link after the EX.ST which itself is timed to occur during cr.MK's un-cancelable recovery time. Most backdashes would be caught by a cr.MP link anyway, so this setup is more notable for killing some of Viper's reversals. cr.LP works instead of cr.MK too, and you can do ultra2 instead of EX.ST...
