Now he's played resistance 3, hard reset, and serious sam 3 and he's baffled that people think gears of war is better

Actually it turns out that the facility that he mentions is actually filled with the failed results that become locust. The sires almost predate the pendulum war and as time progressed the experiment (Which was moved to new location under Mt. Kadar) through a series of unexplained events actually results in the locust. There isn't nearly enough evidence, but I'm assuming epic thought we'd be able to work a majority of it out.

@billyboblingwa1 Thats the issue with having a mysterious enemy that is given no backstory or origin, people will try to fugure it out for themselves, or come to their own conclusions. I am a massive gears fan so dont get me wrong, but Epic just isnt that good a story teller. and the sire thing was dropped in so radomly that they probably hoped we'd think "Oh, well the main character is confused and surprised so i guess we should be too" And i was, but a wasnt thinking that.
