Too many gaps in this story for me. The main reason for population decline in western european countries is a higher standard/cost of living. Couples are waiting longer before having kids to have the nest built up instead of struggling with kids in an expensive environment. Poorer areas in every western country always have a higher teen pregnancy rate. Coincidence? Only sterilising the more well off?? HHHmmm. Dont think so.
