That's a straight-up wah. Specifically, a Vox V847. He's also running it through either a Marshall or ProCo Rat distortion.

@tezuo it's just a wah pedal. the pickup he has in his guitar has this grit to it. i don't believe there's a phaser in there. if anything it's a wah pedal with the filter set very high.

Damien Rice is best when he's angry! I love this song! I only wish that there was a studio recording of this song, so I can have such good quality sound when I isolate myself from the world by listening to this.
