Well, quite possibly, though personally, I doubt it. Strangely enough, there was a virtual reality in Doctor Who called the Matrix that existed on the Time Lord homeworld of Gallifrey. The thing is, that was in the 70s, while the Matrix series was created by the Wachowski brothers in 1999, many years later. In that case, the Matrix could have also copied off of Doctor Who.
