You can't call it gay without a reason, or at least giving your take at a good name.
This name applies pretty well because of two reasons : This moves requires a big continous array of target (aka matrix of targets), and the fact that he does freeze in the air like similar moves in the movie the matrix.
Looks like Fludd induced hit-lag (FIHL) similar to what Mario can do to Ness/Lucas.

I think it's because the thunder is suposted to alter pikachu's motion slightly, and the water's clanking with the thunder
