Because people don't realize that 'Animal I have become' is a metaphor for the terrible thing he's done and the ones still to come.

Instead people take it literally and think "Animal" as in a cat or a dog. And because Gaara has that episode(s) where he is half-human and half-raccoon, people think the song is relevant to him in that way. Which it is not.
