They are quite developed as a people and culture, the country is poor without many natural resources but they are developing hydroelectric power. I found more Internet cafes in Tajikistan than I did in India. Tajik people are very polite when walking down the street too and don't swarm around foreigners.

it has western cars and cinema! how come?

I had a house mate who was from uzbekistan (that is richer than tajikistan)-she said they commute by donkeys!
