i have almost all pokemon games from blue to whit, and i have never used my masterball but i always catch all the legendaries possible, there is always a way to do it without using your masterball, i think i even caught rayquaza with a poke ball, just by luck, or maybe it was a timer ball, I just can't seem to convince myself to use the on masterball i get, legendaries are hard to catch but you dont need a masterball

That is only for pokemon crystal version. For Gold and silver, you can only get dragon fang.

Only in Crystal, I believe. You can get Dratini in the Game Corner in Goldenrod, though. ^^

In Ice Path. I can't really describe exactly where. All I know is that its near the beginning of Ice Path after you get across the first ice sliding part. Coming from Mahogany Town.

Right next to the lake you surf across to get to Dragon's Den there's the Blackthorn City gym. Go inside and head up to the 2nd floor. You're going to have to use strength to push the boulders on the 2nd floor down to the 1st. (Kinda like what you just did in ice path) After you push the boulders down you can use the boulders to walk over the lava and get to the gym leader.

If you're playing Crystal you might have to do something different. I've only played Crystal once so I don't remember. =\
