It might look like the collar is too tight but I doubt it really is. Have you ever seen a wet cat? A healthy cat is all fur, they're actually very skinny in the neck area. Plus if the collar is too loose the cat could get it caught on something and hurt itself. Collar should either be snug or not on at all.
