This is stupid. If you saw what actually happened, the Queen DID toast. What happened was the band started playing the anthem in the middle of Obama proposing the toast. Basically the band screwed up, because you can't speak over the anthem during any sort of official ceremony - it shows disrespect. Obama couldn't exactly stop in the middle of what he was saying, but, the Queen couldn't respond til after the anthem finished - she raised her glass immediately. Much ado about nothing here.
