Webster accepts that "state" means both a country and a state as most of us see it. The states are not individual countries. Thirteen of them were are one time, but they became secondary governments after the adoption of the Constitution.
The United States is not like the United Nations. The UN is a Confederation. Which means there is little centralization and members have complete power to govern themselves. The United States has federalism. Which means their is a balance of power between National govt and states. Infact, the U.S. has a Supremecy Clause in the Constitution. This says that the National govt will always have final say.
EXCELLENT explanation!! Those that want a quick fix (and it happens every Presidential election) obviously weren't paying attention in class in high school. Those that live in the small states would be complaining louder than ever if the Electoral College ever were abolished and they finally realized what such a move did to their "rights".
