I did this quest at level 41 almost all the guards had full glass armour sets lol

I've learned on skyrim wiki that the "custody" way to release Tharold won't work. There's a glitch in the system that sends you to Northwatch Keep, the guard tells you he can only be released by imperial legion order, go to general tullius, and HE says "it will cause too many problems". So that's basically a dead end, forcing you to use force, ending with a fail on the "custody" part of the quest.

it keeps bugging for me when i get to avulstein. He doesn't move and my companion starts attacking him. and to put the cherry on top ofcourse i cant speak to him -.-

@utcclrules Its actually glass sets of armor, on regular dificulty, thier not that bad though

try it in the morning when everybody wakes up and leaves the house.. try it around 6-8 in the morning

The house is in Whiterun kinda near the quest NPC's house. Find a way inside (lock picking or otherwise) and then inside there should be evidence.

@sanctusTSG I got inside ok but he is always in there and as soon as i get in he tells me to get out and if i dont go out of his house fast he calls the guards.... i dont have time to get the evidence =/
