This is all good observation, but the "doesn't work" seems vague. Yes, kids might not know Shoney's is a better value than McDonalds; yes, the woman feeding sugar to her child didn't understand; but I wouldn't discount the idea that as long as there exists a voice at least saying the right thing, it's a positive. You're right you can't help people who basically don't want it, but there's nothing wrong with it being available for those who do.

You hear people say, "If this just helps one person, saves one life, etc. then it's worth it". Lots of times people justify what they are doing based on the exception. Waste of time / money? Probably, but that depends on the person. But if it's tax dollars, then please don't waste it, right?!

It is difficult to get a large number of people to change their behavior for the better for a long period of time. People will slip back into their old ways. What works better is catching the new generation & teaching them what's right before they learn the wrong way & get set in those ways.
