The Black Eye skull allows you to recharge your shield by beating enemies down. Not only does it go back up to your norm, but it also lets you get to overshield. So it's not fake.

Yes. That is the one mandatory skull you need.

You need the Blackeye Skull, which add a layer of shield every time you melee something to death. You get it by playing GJ on legendary, and it's at the back of the outside of the control room.
