There is a wiki article that titled "Childhood Amnesia" that does say that some adults are unable to retain memories before age 4, but it doesn't say anything about EVERYONE.
Just FYI girls do enter puberty at 9 so pubes at age 8 aren't actually that far fetched I had them at 10 or 11.
