yes wear karils over veracs. the mage is what does the most damage and wearing a veracs skirt does NOT help.

your stats are fine, and for the arma pendant, you have to get the pendant of lucien and go to the temple of ikov and talk to one of the armadyl gurdians

It's not the bolts, it's the effect of diamond bolts (e) what makes them useful. It pierces through defence, pretty much like verac does.
