Yes terrorists kill innocent people to achieve their objectives, but to wage a war, a hobby war like this, is absolutely guaranteed to not only kill innocent iraqi civilians, but also american soldiers and civilian journalists, workers etc. So in calculating opportunity cost in doing so, is to say, well these lives are worth losing to achieve our political aims, which is not THAT morally different from terrorism.
