@DeadandDECAYED99 Washington D.C. IS a city state... Its a city but it doesnt fall under any of the 50 states... eg a city-state. As far as the Vatican goes, They are still owned and governed by Italy. Just because a city says "oh were not part of you so you cant govern us." doesnt mean thats what happens. The Pope has so much influence that Italy doesn't go against them and for the most part let the vatican do what they want but it is still part of Rome i.e. Italy.
