There is a give and take issues in there. WHen people are Hungry they go to war for food. Is a very simple princple. IF UN had provided proper help for Solmali, then most likely pirates would not exist. Here is how to end this problem.

Capture a few pirates. Hang them from a masthead or keel haul a few of them. Keep in mind that barnicles build up on the bottom of the hull so that when you are keel hauled they act like tiny razor blades.

Do this a few times to a few Somali pirates and the problem will end once word gets around the Somali coast. Or better yet just open fire on their asses like we did to the Vietnamese junks that were trying to recover American sailors bodies for cash.
