@T0B0KKE No, they never were. The plan was to have a sort of Torpedo, containing a probe. The tip of that "torprobe" would be heated by some nuclear material decaying, and releasing heat in the process. The Voyager probes are powered by a similar process.

Yes, it is very... annoying that JIMO was canceled, but that is only because the mission lost funding. In fact, Europa is one of the biggest concerns to NASA right now; it's just that their TOP priority is to get another human in space.
